The government headquarters embraces the idea of an "open government": the main entrance and civic lobby use book-matched Calacatta Gold feature walls for formal, ceremonial presence; the public service areas and council chamber take Carrara White as their keynote, conveying transparency and openness; the meeting rooms and press briefing hall use contrasting Nero Marquina for depth — three principal stones forming a stone language unique to government, balancing dignity with approachability.

360° laser scanning of the five civic floors produced millimetre-level point clouds, resolving 286 structural deviations in advance.
All five lots were publicly tendered and awarded to the lowest compliant bidder; every material came with certificates of origin and customs declarations.
Five-axis CNC machined every slab; Class A fire coatings were factory-applied to a tolerance of ±0.5 mm.

Stone backed with 30 mm fire-rated rockwool composite giving 4 hours' fire resistance; the whole wall passed Class A acceptance.
All stone uses underbolt seismic anchors designed to seismic intensity 8, withstanding rare major earthquake loads.
Dry-hung curtain wall joints at a standard 1.5 mm width, withstanding 1-in-50-year wind pressure with no risk of dislodgement.
Key-area stone carries tamper-proof markers; material origin, installing crew and inspection results are traceable end to end.
All eight lift-lobby column wraps in Nero Marquina book-match, with joint deviation ≤0.3 mm.
